Tweak the TREE-HASH digest to froydnj's specifications:

* Remove the :tth digest type.
* Just have MAKE-TIGER-TREE-HASH do the Right Thing.
* Remove the dependency on binascii in the test vectors.
* Instead, split tests between tree-hash.testvec and binascii tests.
