Add {{{:ELEMENT-TYPE}}} keyword option to {{{RUN-PROGRAM}}}

 * src/code/run-program.lisp:
   * Add :element-type option, and use it as needed when creating
     input or output streams.

 * tests/trac.lisp:
   * Add tests.
