Clean up variables. 

 Config.sparc_common::
 * Use += instead of = for CPPFLAGS and CFLAGS

 Config.sparc_gcc:
 * Move options from CC to CFLAGS.

 Config.sparc_gcc:
 * Move options from CC to CFLAGS.
 * Add DEPEND_FLAGS with appropriate options.
