Do argument promotion on variadic functions 

- New macro foreign-funcall-varargs that does argument promotion.
- Make defcfun use this when &rest is used.
- New tests: DEFCFUN.VARARGS.{CHAR,SHORT,INT,LONG,FLOAT,DOUBLE,STRING}.
