Add the ability to specify a foreign library's type and search path. 

Also export:
- FOREIGN-LIBRARY
- FOREIGN-LIBRARY-PATHNAME
- FOREIGN-LIBRARY-TYPE
- FOREIGN-LIBRARY-LOADED-P
- LIST-FOREIGN-LIBRARIES
