Parse and lift declarations properly for DEFCALLBACK.

- Add a new utility function PARSE-BODY to CFFI-UTILS to pull the
  documentation string and declarations out of a body of code.
- Use CFFI-UTILS:PARSE-BODY in DEFCALLBACK.
